Rules and Regulations of the 3^rd edition  of the European Running Festival –’”Two Beskid Mountains’’

1. EVENT’S OBJECTIVE

• promotion of the Małopolska Region;
• promotion of the 3^rd European Games in  Cracow – Małopolska 2023;
• popularization of mountain and trail running;
• promotion of the town and municipality of Krynica – Zdrój;
• promotion of Krynica – Żegiestów Spa Resort;
• promotion of tourist values of Beskid Sądecki and Beskid Niski regions;
• promotion of the true treasure of the  Sądecczyzna region – mineral waters;
• promotion of natural and cultural assets of the Beskid Mountains;
• popularization of running as a generally accessible and the simplest form of sport and recreation;
• promoting a healthy lifestyle and active recreation.

4. THE ROUTES
   

The following runs and competitions will be held as part of the 3rd edition of the European Running Festival (ERF)’’Two Beskid Mountains’’ 2023:

– Promenade runs for children and the youth;

– 1 km Senior’s March for the Krynica-Zdrój Health Spa Cup

– ERF 5 km – Małopolska Five

– ERF 10 km – Małopolska Ten

– ERF 20 km – Słotwiny Arena – start/ finish line Promenade Krynica – Zdrój;

– ERF 40 km – Nikifor’s Return Belmonte Beautiful Mountain – start / finish line Promenade Krynica – Zdrój;

– ERF 60 km – Kiepura’s Aria with the Poland – Slovakia Interreg Program – start / finish line Promenade Krynica – Zdrój;

– ERF 100 km – European Games 100 km – start / finish line Promenade Krynica – Zdrój

– Małopolska Super Cup: a combined start in 3 runs: ERF 5 km, ERF 20 km, ERF 10 km.

5. COMPETITION’S  PROGRAM
   

30^th June 2023 FRIDAY:

– 3:00 p.m. – opening of the Krynica Zdrój’s competition office (Old Mineral Baths), registration of participants, handing out of starting packets;

– 07:00 p.m. – start of the ERF 5 km –Małopolska Five;

– 08:00 p.m. – closing of the finish line: ERF 5 km;

– 08:30 p.m. – on-line technical briefing;

– 11:00 p.m. – closing of the Competition’s Office;

– Attention! Starting packets for the distances: European Games 100km and Kiepura’s Aria will be given out only on Friday 30th June 2023 till 11:00 p.m.;

1^st July 2023 SATURDAY:

– 03:00 a.m. – start of the 100 km ERF race – European Games 100 km – promenade Krynica – Zdrój;

– 06:00 a.m. – opening of the competition’s office;

– 06:00 a.m. – start of the 60 km ERF race – Kiepura’s Aria – promenade Krynica – Zdrój;

– 07:00 a.m. – start of the 20 km ERF race – Słotwiny Arena 20 km – promenade Krynica – Zdrój;

– 08:00 a.m. – start of the 40 km ERF race  – Nikifor’s Return – promenade  Krynica Zdroj;

– 10:30 a.m. – opening of the family festival on the promenade;

– 10:00 a.m. – opening of the buffet;

– 11:00 a.m. – closing of the finish line: ERF 20 km – Słotwiny Arena;

– 12:00 o’clock – start of accompanying events;

– 08: 00 p.m. – European Games medal ceremony for top female and male athletes from the 100 km ERF race

– 12:00 p.m.(midnight) – closing of the finish line: ERF 100km race – European Games 100 km – promenade Krynica – Zdrój;

2^nd July 2023 SUNDAY:

– 07:00 a.m. – opening of the competition’s office, registration of participants, handing out of starting packets;

– 09:00 a.m. – start of the ERF 10 km Małopolska Ten;

– 11:00 a.m. – closing of the finish line: ERF 10 km – Małopolska race – Krynica – Zdrój promenade;

– 12:00 o’clock – promenade runs for children and the youth:

– 01:00 p.m. – official closing ceremony, decoration of winners, prize draw – promenade  Krynica Zdrój;

*ATTENTION – The minute program is subject to change, about which the organizer is obliged to inform the participants by e-mail and through a separate announcement posted on the website and social media.

6. PARTICIPATION CONDITIONS
   

– Participants take part in races individually;

– A participant of the competition can be a person who on 30^th June 2023 is at least 18 years old except for children and youth runs. Participants aged at least 16 years old are allowed to participate in ERF 5 km – Małopolska Five;

– Minors aged 16-17 years, can participate in the run: ERF 5 km –only with the permission of parents, or legal guardians.

– By signing up for the race the participants declare that they take part in the race at their own responsibility and that there are no medical contraindications to take part in a long-distance mountain run;

– All the competitors must be verified at the race office, where they will collect their starting packets;

– Each of the competitors must pay an entry fee according to the valid price list and come to the start of the race with obligatory equipment;

– All competitors are obliged to follow the Rules and Regulations of the Competition;

– The Organizer reserves the right to withdraw a competitor from the race course (and thus disqualify him or her) if the competitor’s presence is not recorded or if no time is measured at the control or timing point;

– Persons who will not follow the conditions of participation will be held financially responsible for violating them.

7. ENROLMENT AND REGISTRATION

Enrolment can be made online through the application form;

The organizer sets the limit of applications amounting to:

– Promenade Run for Children and Youth – 200 persons;

– Senior’s March for the Krynica-Zdrój Health Spa Cup – 200 persons;

– ERF 5 km –Małopolska Five- 300 persons;

– ERF 10 km – Małopolska Ten- 300 persons;

– ERF 20 km – Słotwiny Arena – 500 persons;

– ERF 40 km – Nikifor’s Return – 500 persons;

– ERF 60 km – Kiepura’s Aria – 500 persons;

– ERF 100 km – European Games 100 km – 500 persons;

Further regulations:

– Registration ends on 30^th June 2023 or as soon as the limits are reached;

– For those who register after 11^th June 2023  the organizer does not guarantee a full starting packet on the day of the competition (we will try to provide it, but due to technical and logistic reasons there may be a situation when we will send the missing items).

– By taking part in the competition, all participants agree to have their personal data processed for purposes related to the organization and conduct of the competition;

8. ENTRY FEE

In case of payment for several (three or more) participants, please send the list of paid participants by e-mail to: biuro@europejskifestiwalbiegowy.pl

– In case the event is cancelled by the organizer due to his/her fault, 100% of the entry fee will be returned;

– In case the competition is cancelled due to reasons beyond the control of the organizer (order of the legislator, pandemic, natural disasters) the organizer shall return 70% of the entry fee;

– In case of resignation of a participant registered till 31^st May 2023, the organizer will return 70% of the entry fee;

– After 31^st May 2023, the organizer does not return entry fees;

– Until 31^st May 2023 the organizer  allows transferring the entry fee and place on the starting list to another person, after paying an administration fee of 30 PLN;

– Invoices for participation in the race will be issued no later than the 15th of the following month from the date of payment! – after this date it is not possible to issue an invoice – in order to receive an invoice it is necessary to send data to the following e-mail address: biuro@europejskifestiwalbiegowy.pl

– Organizer forbids reselling of starting packets to other people under threat of life disqualification in all competitions organized by the ’’Fundacja Na Ratunek’’ (To the Rescue Foundation)

– The organizer does not refund the entry fee to people who did not finish the competition or did not take part in it;

– The organizer is not responsible for losing the bank transfer due to the fault of the post office or bank;

9. OBLIGATORY EQUIPMENT

During the whole race each competitor must have obligatory equipment, which will be checked in the competition’s office and during the race. Lack of required equipment may result in disqualification of the competitor.

– start number (attached to the front on the chest or waist, visible throughout the competition);

– start number (attached to the front on the chest or waist, visible throughout the competition);

ERF 5km/10 km –Małopolska Five/ Małopolska Ten

– starting number (attached to the front on the chest or belt, visible throughout the competition);

– chip (provided by the organizer of the race);

ERF 20 km – Słotwiny Arena:

– phone (turned on and charged);

– a cup/water bottle for drinks;

– first aid blanket;

– shoes designed for mountain running;

– clothing appropriate for the current-day weather conditions;

– starting number (attached to the front on the chest or waist, visible for the entire duration of the race);

– chip (provided by the organizer of the race);

ERF 40 km – Nikifor’s Return / ERF 60 km – Kiepura’s Aria:

– phone (turned on and charged);

– running backpack or running belt for all obligatory equipment;

– water bottle or bottles with a capacity of min 1 liter;

– a cup/water bottle for drinks;

– first aid blanket;

– hat/cap or a buff type scarf;

– shoes designed for mountain running;

– clothing appropriate for the current-day weather conditions;

– starting number (attached to the front on the chest or waist, visible for the entire duration of the competition);

– a map of the race route – provided by the organizer in the starting packet;

– chip (provided by the organizer of the race);

ERF 100 km – European Games 100km:

– phone (turned on and charged);

– running backpack or running belt for all obligatory equipment;

– container or water bottles with a capacity of at least 1 liter;

– a cup/water bottle for drinks;

– headlamp flashlight;

– red pulse light placed on the back, e.g. on the running backpack switched on at sunset;

– first aid blanket;

– hat or buff type scarf;

– windproof jacket;

– shoes designed for mountain running;

– whistle;

– elastic bandage and barren dressing;

– starting number (attached to the front on the chest or waist, visible for the entire duration of the competition);

– a map of the race route provided by the organizer in the starting packet;

– chip (provided by the organizer of the race);

The final obligatory equipment may be subject to change based on the expected weather during the competition and will be announced at the technical briefing on 30^th June 2023. The organizer reserves the right to check the obligatory equipment at any time during the competition. For lack of one item a time penalty of 30 minutes will be added, for lack of two items a time penalty of 60 minutes will be added. In case of missing three or more items the competitor will be threatened with disqualification.

10. STARTING PACKETS

Each registered competitor will receive the following starting packet and other benefits as part of the entry fee:

– starting number with a chip for time measurement;

– medical care during the race;

– a competition devoted technical T-shirt;

– professional time measurement;

– marked route;

– light meals (sweets, fruit, water, isotonic drinks, coca-cola type drinks served according to the list of nutrition points);

– refreshment/repack point for the participants of the ERF European Games 100 km race – PK Krynica – Zdrój;

– refreshment/repack bag;

– a bag for the deposit;

– hot meal after the race;

– health insurance for the duration of the race;

– commemorative medal;

– route map

– cups and prizes for the winners;

– deposit in the competition’s office;

– technical service;

– fatigue and satisfaction;

– participation in the prize draw (for those who finish within the time limit and will be present at the closing ceremony in person);

– additional benefits depending on the sponsors (information will be published on the competition’s website and facebook);

The organizer does not guarantee a full starting packet to those who register after 15^th June 2023 (we will try to provide them, but due to the earlier ordering of individual services there may be a situation of missing items);

11. CLASSIFICATION

Classification will be in 2 categories: Open Girls and Open Boys aged:

– 0-3 (2020-2023);

– 4-6 (2017-2019);

– 7-9 (2014-2016);

– 10-12 (2011-2013);

– 13-15 (2008-2010);

1 km Senior’s March for the Krynica-Zdrój Health Spa Cup

– Open Women;

– Open Men;

ERF 5km Małopolska Five/ERF 10 km – Małopolska Ten/ERF 20 km – Słotwiny Arena/ERF 40 km – Nikifor’s Return/ERF 60 km – Kiepura’s Aria/ERF 100 km – European Games 100km

Classification will be conducted in 2 main categories individual women and men.

– Open Women;

– Open Men;

– Age categories:

o Senior Women / Men (18-35 years, 2005-1998);

o Master Women / Men (36-45 years, 1987- 1978);

o Veteran Senior Women / Men (46-60 years, 1977-1963);

o Master Veteran Senior Women / Men (61+ years, 1962 and older);

Małopolska Super Cup

– Open Women;

– Open Men;

In order to participate in the classification of the Małopolska Super Cup, you must take part in three runs within the European Running Festival:

• ERF 5 km on the 30th June 2023;
• ERF 20  km on the 1st July 2023;
• ERF 10 km on the 2nd July 2023;

The classification of competitors is formed as a result of the sum of the times obtained at each distance within the cup. The winner is the competitor with the shortest total time of all three distances.

Competitors ranked 1 – 3 in the Open category of women and men are not classified in their age categories;

To be awarded in each age category (Senior / Master / Veteran), there must be at least 100 participants in a given distance.

 

 

Prizes for winners:

To be classified, the runner must complete the race within the designated time limit as listed for each run. The final place will be determined by the time of crossing the finish line as measured by the Organizer. All disputes should be immediately reported to the Main Referee, whose decisions are final. Persons who will shorten the race route or violate the regulations, will be immediately disqualified. Cheering on the race route is possible as a mean of support.

REPACKS:

The organizer will secure and prepare a refreshment/repack point for the runners: ERF 100 km – European Games 100 km only in bags included in the starting packets. REPACK organized at the control point Krynica – Zdrój Promenade;

TIME LIMITS:

13. SECURING AND MARKING THE ROUTE

Security of the competitors on the route is ensured by the Organizer in cooperation with local government units, rescue workers of the “Na Ratunek” Foundation and volunteers supporting the security of the route. Each competitor will have a list of emergency phone numbers on their starting number. The route will be marked using tape with the logo of the run and directional arrows painted on the roads.

14. RESIGNATION FROM CONTINUING THE COMPETITION

– If a competitor has to quit the competition due to injury or damage, he/she must immediately inform the organizer by calling the phone number given during the briefing and placed on the start number. Those who fail to report their getting off the race route may be charged with costs of unjustified search/rescue operation;

– Participants should quit from the race at the checkpoints if possible;

– The organizer provides transport for participants to the base of the competition according to available vehicles – it is very likely that the waiting time for such a vehicle may be long, therefore the competitor’s task is to get to the nearest checkpoint on his/her own and/or with the help of other runners where he/she will be provided with a warm place, first aid, meal and rest while waiting to be taken to the base;

15. FINAL REGULATIONS

– Failure to respect  the Competition’s Rules and Regulations may result in disqualification of the Participant;

– The Organizer reserves the right to make changes to the Competition Regulations. Information about changes to the Competition Regulations will appear on the website of the event and will be announced in a separate announcement;

– The final interpretation of these Regulations belongs exclusively to the Organizer of the Competition;

– All competitors are obliged to follow the rules of fair-play and it is absolutely forbidden to interfere with the marking of the route or devastate the nature;

– All competitors shall pay attention to injuries of other participants of the competition and are obliged to provide help to those in need and inform by phone about the incident, type of injury, place and number of the injured competitor;

– The organizer reserves the right to change the route, shorten or cancel the competition in the event of bad weather conditions or other external factors that may jeopardize the safety of participants without the right to refund the entry fee;

– During the run, the competitors are obliged to comply with nature protection and fire safety regulations;

– It is forbidden to litter and throw away energy gel and bar wrappers in places not designated for this purpose. Contestants who do not comply with this regulation and are caught deliberately littering on the race course will be charged 500 PLN net. In case of repeated offences, they will be disqualified from all the running events organized by “Na Ratunek” Foundation;

– It is forbidden to leave the marked route, make noise during the race, especially disturbing the silence and animals;

– During the race participants are obliged to follow only the designated race route. Shortening or leaving the route may result in disqualification or time penalty. Decision in this matter will be taken by Main Referee of the competition.

– All disputes arising out of the sports competition shall be settled by the Main Referee of the competition.

– Competitors have the right to lodge a protest regarding the results or classification within 1 hour from the closing of the finish line. The protest shall be considered by the Main Referee of the competition. Results announced during the closing ceremony are final.

– Participants of the competition allow to publish their image in materials related to the competition, in particular in reports from the competition and promotional materials of the competition;

– Participants of the competition agree to have their personal data processed within the scope necessary for the proper conduct of the competition;

– Final interpretation of these Rules and Regulations  exclusively belongs to the organizer of the European Running Festival;

– Any changes to these Rules and Regulations shall be published on the competition website: www.europejskifestiwalbiegowy.pl.  Participants shall be obliged to familiarize themselves with the changes;

– Using  running poles on the race route is allowed. Competitors using poles should use them in a way that does not endanger other participants. Poles can be left only at the repack point.

– Support is allowed only at refreshment points and checkpoints in specially designated areas. Any kind of competitors’ support outside the special areas will be punished with disqualification or time penalty, which will be decided by the competition’s referee.  Each participant can be supported by only one person. Supporters can be in area only at the time of support, after that time they are required to leave the area in order to make place for other supporters

– Competitors are obliged to arrive at the starting area 30 minutes before the race in order to check their obligatory equipment

– Order of setting the competitors at the starting line will be decided by the organizer

-The organizer will inform about the time left to the start in the starting area (every 5 minutes), last 10 minutes every minute, last minute every 15 seconds, last 10 seconds countdown!

– The start takes place after the “START” command or after the starter’s shot

– The competitors are obliged to be cautious and get pass tourists, pedestrians and other people on their race routes

– The 100 / 60 / 40 / 20 / 10 / 5  km races will be held on forest routes and mountain areas. During the competition the participants will cross public roads. The competition’s organizer is not expected to organize places excluded from public traffic. It (the traffic) will take place as usual, so there will be no restrictions on the movement of emergency vehicles and other users of public roads.  Participants should follow the traffic rules.

– Each competitor is obliged to become familiar with the race map provided by the organizer

– In case of any doubts concerning the route, the competitor should first follow the organizer’s markings (tape or directional arrows) and second follow the map provided in the starting packet. The GPX file is an addition to the above two, and its course may differ slightly from the actual route in the field,

– The organizer is not responsible for any changes to the race route resulting from transferring the route markings by unfamiliar people. At the same time, the organizer ensures that all efforts will be made to avoid such situations.

– On the 20km, 60km and 100km routes while walking on the „Ścieżka w Koronach Drzew – Słotwiny Arena” (“Paths in the Crown of Trees – Słotwiny Arena”) it is forbidden to use shoes with spikes.

– During climbing up the stairway to “The Path in the Crowns of Trees – Słotwiny Arena”, each competitor is obliged to be cautious, especially while passing by other competitors. He/She may do it only on the left side after warning the other runner.

– It is the responsibility of each competitor after reaching the finish line to return the chip / transponder. In case of loss / destruction of the transponder / chip, the participant will be charged with 50 PLN bail to the Chronotex timing company.
